Pre-ramble to the Almost-Constitution
Most of us have almost-decided that in order to fashion some kind of pretty-good Almost-Union, establish near-justice, almost-insure domestic Almost-Tranquility, provide for almost-all of our Defenses, promote major Welfare reforms, Security reforms, and Libertarian reforms, do almost-establish this Almost-Constitution for Almost-World.
